Set csv_type to one of:

• "salesforce_contracts": accounts and licenses from Salesforce's
  "active contracts by SKU" export, upserted by Salesforce account id
  and by account, SKU and term. Not-yet-known SKUs are skipped and listed
  in warnings.
• "seats": ELM's users, each with their key's components, seated on
  their account's current Salesforce licenses for the products they cover.
