Import a Location Layer template, this endpoint can simply do the conversion to yaml
The action parameter switches between import/convert.
If the id is passed in it will attempt to update the exisiting template.
Required permissions:
- IsAuthenticated
- WorkspaceRequired
- HasRolePermissions::UNDEFINED
